Medical Director, Reproductive Endocrinologist
Dr. Kevin Kiboong Oum started his career as the Scientific Director at Columbia University Fertility Center in New York and is the Lab Director at Reproductive Sciences Medical Center and Coastal Fertility Medical Center.
Annie began her nursing career as an RN in the Progressive Care Unit at Banner Gateway Medical Center. She then had the opportunity to serve as an IVF Coordinator at Bloom Reproductive Institute, where she first developed her interest in fertility. She had grown up locally in Escondido, California with her own close-knit family, and was excited by the idea of helping other families grow.
She would later go on to spend four years working in the Telemetry department at Palomar Medical Center until she graduated from California State University San Marcos. After graduating, Annie was finally able to pursue her true passion of working as a Nurse Practitioner in the fertility field at Reproductive Sciences Medical Center.
As Christina Feist-Heilmeier, RN stated in her book Nurses Are from Heaven, “Every nurse was drawn to nursing because of a desire to care, to serve, or to help.”

She has demonstrated the ability to lead by example early in her career and has been recognized several times for her efforts through organizational “top performance” citations including the DAISY award. She is very interested in new research on Platelet-rich plasma (PRP) to stimulate cellular rejuvenation and blood flow, naturally, and potentially enhancing fertility.

Dr. Kelly Miller, M.D.
Dr. Kelly Miller is a board-certified Obstetrician and Gynecologist (ABOG Diplomat, 2023) at Reproductive Sciences Medical Center (RSMC), where she is dedicated to assisting patients in achieving their family-building goals. Dr. Miller utilizes her comprehensive background in obstetrics and gynecology, including expertise in advanced surgical technologies such as robotics and minimally invasive procedures—supported by her certification in Fundamentals of Laparoscopic Surgery—to diagnose and treat a range of gynecologic conditions that can affect fertility.
Dr. Miller’s rigorous medical training includes an Obstetrics and Gynecology residency at Staten Island University Hospital. She holds a Doctor of Medicine degree (Magna Cum Laude) from St. George’s University School of Medicine, a Master of Biomedical Sciences (Magna Cum Laude) from Toledo University, and a Bachelor of Biological and Chemical Sciences (Cum Laude) from the University of Pittsburgh. She also has experience as a Clinical Research Associate with Medpace.
